I tested a fresh user account, and I also couldn’t see the “Photo Library” option under Choose Folder. After I dragged a new image into photos, I was able to see the “Photo Library” option.

I tried Fotomagico and it was a nice program. As you said, it didn't have some of your favorite features that p.s.g. You are correct.it doesn't. But you can edit you photo's before the slideshow in Photoshop and then bring them into the Fotomagico program. I'm sure you have tried Photoshop.
